Research tests and measures are not "less than" commercial tests and measures. They often have a lot of reliability and validity data, but do not have an identified commercial viability, or the author/publisher may choose not to commercialize the test.
Remember!! All tests are covered by copyright law.
Research tests, although free to use, are still the intellectual property of the publisher/author.
Users of research tests should contact the author/publisher and advise that they want to use the author/publisher's test in a particular research project. Occasionally, the author/publisher indicates in writing that no permissions are required. This information is typically in the front matter of a book containing the test or on the webpage.

In any case, you need to contact the author/publisher if you are modifying their intellectual property.
And you should, of course, credit the author(s)/publisher(s) in your work!!
