HathiTrust is a partnership of large, research libraries that have digitized large portions of their collections--it is a good source for primary documents, many of which are in the public domain. Printing is limited but you can view entire documents online.

This database provides access to legislative and executive publications including hearings, documents and reports emanating from the legislative process. .  Click on the Advanced Search link to filter your searches to specific types of publications.  Note the dates of coverage for each type of publication.
